But if two or more want say Brazil than the randonometer picks one. Then we look at second choices . . .

In the unlikely but soddingly annoyingly circumstance of two teams absolutely being knocked out at the same time then the magic coin toss will be used.
FWIW the quarterfinals turn out to be the last round where substitute teams get in, but it may of course be earlier, we'll see.
