As to someone being convicted, no single person was to blame. A the video showed it was just a series of individual events that built up over time. Everyone involved just got too complacent. To slightly misquote Kurt Vonnegut, They were victims of a series of accidents.

Concreting over a floor on a ship already known to be too top heavy is criminal as is letting way too many people board it
Several people were all to blame.
