2. An entrance or a doorway.
3.The place or point of beginning; the outset.
4. The point that must be exceeded to begin producing a given effect or result or to elicit a response: e.g. a low threshold of pain.
From the definitions is seems to me that a threshold is something not dissimilar to a baseline or starting point thus I feel happy that a threshold is something that must be able to be exceeded. The implication that there must be those below the threshold is something else. Perhaps the speaker on the Beeb could have chosen a better word. Average for instance
