I thought that too. Amazed the piccy hasn't been edited to blamk the plate out even too.

I think this was a recent incident when Torres was beong pestered by a papparazi, and he stopped the rozzer to ask for his help and advice.

The plod obviously took great offence to this, and booked him for wasting valuable jam doughnut eating time.
