Anyway, back on topic I'd be interested to see just what the percentage is on laws created before Blair et al sleazed into office compared to what they churned out.

Blair and Brown Governments churned out some 4300 new laws in 13 years in office.
Under Blair this worked out at 27 new "offences" created for each month in office. Brown achieved 33 a month.
This is more than twice the rate that was achieved by Thatcher and Major combined.
