Others seem to manage - why can't we?

This article contains the following statement:

"They could add hundreds of pounds a year to the cost of motoring at a time when drivers already face soaring petrol and diesel prices and crippling fuel duties and road tax."

We already pay more in taxes relating to motoring than anyone else in Europe yet we appear to be unable to maintain our roads - unlike the rest of Europe.

Why is that?

If they can do it why can't we? Might it have something to giving Our money aid to countries like India and China, and the massively generous benefits for all those who don't want to work culture we have?
