Maybe it was a case of "We have to be tough on white van man syndrome and we have to be tough on the causes of white van man syndrome"

It is sad though.  Another milestone in the final throes of changing the UK from a manufacturing economy that could employ most to a service economy that really only wants those of above average IQ and assumes the ~50% that aren't will be someone else's problem to solve.
