It's not a health and safety issue, it's a cheap approach to liability issue. Say that someone either hits Nick or pushes him into the canal causing an injury, any attempt at a compensation claim could be shot down by saying they have comprehensive training on how to remove themselves from any situation with an aggressive member of the public and that clearly this wasn't followed.

I've seen stuff like this for years as a way of dealing with the hyperactive litigation for any reason crap that spread here from America.
The universe is run by the complex interweaving of three elements. Energy, matter, and enlightened self-interest.

Trueish but a smart claimant would ask in court 'and your evidence this policy was fit for purpose was just what?'  And 'when your staff expressed concern over the impracticality of this policy what did you do?'
Well, whatever, nevermind

The problem is that they're actually doing nothing for your safety.  Don't they realise that if you and your volunteer colleagues went out on strike it's not like you'd lose any wages?
Well, whatever, nevermind
