Google photos woes

So tried to load a stack of photos so could link to here

Google says no, run out of storage (really?)

Google won't actually show me in any useful way where the 15 Gigs of storage is being used

OK then I'll pay for extra storage - Google says no because my account is somehow unverified.

Have to send pic of driving licence.  And it still won't work "we'll get back to you in 48 hours"
