It's a bit late in the day to be planning the emergency I'd have thought? It looks to me rather as though someone (or something) has beaten him to it!

I'd rather he was back at his desk keeping his nose out of things. Safest option all round - bear in mind, I've worked for a borough council and they are not the brightest sparks in the universe (for the most part - I did raise the level for a time)
