http://news.bbc.co.uk/1/hi/england/london/7635070.stmIt seems that someone has been looking very carefully at the "new" laws that allow local authorities to impose fines on those they deem to be in breach of parking regulations and that the councils have not been obeying the letter of the law themselves. A "test" case is going to court. If they lose the councils will have a lot of money to repay ~ which may be difficult since the grabbing b@st@rds have already spent it ~ so presumably although "we may win "we" will end up paying. Twas ever thus but I would still like "us" to win the case against the councils.
