Now that is utter bollox as it does not explain where these economically deprived households are going to get the wherewithal to buy the computer, rent broadband access, open a bank account to enable them to make all these fantastic savings. So let's look at that shall we?
PC even half way decent capable of maintaining an on line presence = £300  (yes you can buy cheaper but not if you want it to last and don't forget the printer.)
Telephone Line Rental = £12.50 a month = £150 pa
Broadband Access with cable connection to PC = £20 per month = £240 pa

Now we must assume that these economically deprived people have a good enough credit rating to be accepted for an 18 month telephone line rental and similar for broadband but never the less they need to find the initial £300 to buy the equipment and then commit to spending a further £390 per annum to run it. On top of that there are running costs (paper, ink etc which have to be met.) Frankly most people in the circumstances that this "initiative" is supposed to help would rather spend that sort of money on food and clothing. Let's not forget that the chances are that they don't have a bank account so they cannot access the Direct Debit payment schemes that claim to save them money and therefore they won't be able to get a telephone line or broadband account.

So the whole thing is utter tosh!  angry037

Just a quick PS having heard Martha on the radio this morning. Access via your local library is not going to work as that system specifically bars people from buying on line to avoid the likelihood of children getting on there and ordering goods and services. The Government and their lackeys don't even know how their own fvcking system works  Banghead

Obviously the firewall for Cornwall library service is buggered as you can buy through their pc's. Don't know why you would want to risk it though.

One added cost for people like myself is ?150 for BT to send an engineer out to 'test the line' because I Havent needed to use the landline since I moved in.

I haven't tried it but our local library has a sign saying that it cannot be done from their machines. Note cannot rather than may not.
But in any event the cost of getting to our library is £5.00 return on the bus and you can only use the computers by pre-booking a slot and that is time limited to 40 minutes per session.

The under-educated mandarins at DEFRA seem to be trying to play safe with us pedants.

In a communication this morning:

" . . . you must tell us if you're your planning to change the use . . ."

They could have put 'delete as applicable' I suppose.  cussing:

During the course of the weekend I received a rather polite email from DEFRA's customer care and support team thanking me for my email and assuring me that it was their aim to reply within 15 days.  This IMHO is a fairly good service.  The last time that I actually had any contact with DEFRA was a couple of years ago, they were singularly unhelpful then.   Has there been a virtual mail strike that I wasn't aware of?  Tossers.
