Elf and safety bonfire

My expectations of the effectiveness of these welcome proposals are limited  noooo: The lawyers are already screaming unfair and the jobsworths are too well entrenched.
I well recall The Boy's class from school coming to visit out air raid shelter as part of their WW2 project. The teacher had to visit beforehand to conduct a risk assessment and then we had to sign and return a form to school giving permission for The Boy to visit his own fooking house!!
