Other sites are giving no such problems

Your website is nearly entirely database driven so every time someone loads a page/makes a comment etc they require a database connection. As you are on shared hosting your total database connections are limited to 18 at a time, this means when your site is busy users have to wait for a free connection to be able to generate the page/ load the comment or whatever they are trying to do. Looking over the logs it seems your site can have anything from 40-400 users on it at the same time, if this level of use is sustained I would need to recommend migrationg your hosting to a virtual or dedicated platform. Hope this helps.
