your issues are stemming from the nature of your website and the hosting. Your website is nearly entirely database driven so every time someone loads a page/makes a comment etc they require a database connection. As you are on shared hosting your total database connections are limited to 18 at a time, this means when your site is busy users have to wait for a free connection to be able to generate the page/ load the comment or whatever they are trying to do. Looking over the logs it seems your site can have anything from 40-400 users on it at the same time, if this level of use is sustained I would need to recommend migrationg your hosting to a virtual or dedicated platform. Would it be possible to supply a few example dates/times of when the site has been performing poorly?

It's worth also checking the support pages for the software you are running.  I've checked here it looks like there are some caching options available, this should reduce the number of requests to the database and improve the performance of the site.  There is likely to be more information available on the simplemachines.org site, but a quick look gave me this -

$2.95 a month = c 27 Euros a year.

I'd speak to them and see how long that offer rate applies and how long a contract they want.
Also I'd check how much longer the current hosting contract has to run and what, if any, rebate they would give if we shifted hosting services before it expires. The offer prices seem to be time limited so you'll need to move quickly.
TBH they couldn't be much worse than the current hosts.
