No...

I think people that rely on pay day loans at vast interest rates won't change their habits if you choose to make them illegal...

You will just push them underground and into the hands of people that can't afford flashy TV adverts because their business is backed up with baseball bats or worse...

These are people that are either terminally stupid or that have (for whatever reason) such a bad credit rating that they cannot go elsewhere...

Unless you are suggesting that the hard-working bus driver tax payer provides a credit line to people that (obviously own a TV but) can't pay their bills then I would suggest that the already regulated system is the best way forward...

No Growler but a fool and his money are soon parted no matter what you or I try to do to stop it. 

Worse the more we make rules to cover this and that niche situation the more fools will believe everything is covered and they never have to take care leading to worserer and diverserer losses and even more calls for expensive legislation to fix another 0.1% of what goes wrong in life
