I reckon a lot of this is counting up all attempts by browsers to access sites classified as 'adult'.  That would include pop up ads and that would also explain the ups and downs (did I really mean to post that) in counts month to month

A number of mobile ISPs classify *koff* as an adult site and block it unless you assert you are over 18 and provide evidence of such. 

Of course someone or someones at some times in the parliamentary offices has tried to access real porn sites.  It goes on in every office in the country.
