The only time I've needed to turn on Mobile Data to access/send anything in the past year or more was in Cape Town...
Of course the experience of others may vary, if you live on your phone and literally have to be connected to the Interwebs 86,400 seconds a day then you may need a plan that includes data...

I guess it's just courses for horses (or vice versa)
We don't use a lot of data hence the 29 G in the bank and 1.85G of my 2G month's allowance still there one week into the month. I just value the carefree 'I got data access if I need it'. Recent uses
- just did my occasional take Cobnut for a walk up the garden and read the newspapers on line - no WiFi at the top of our garden
- Mrs K googles a restaurant for it's number and makes a spur of the moment booking for last night
- Middle of a walk through some local woods yesterday and Mrs K doubts I know where we are (I wasn't actually THAT sure) so I shows her on that Sat view on google maps
- and then there's the real time updated traffic info on the Sat Nags - I guess more of a need in Blighty
