Just googled ~ The existing Cyprus full paper licences are valid until the expiry date on them, except those that expire beyond 2033. They are only valid until the 19th January 2033 no matter what the expiry date is on the licence.
I assume that the change is to the EU photocard licence. Going by the UK change the old licence will remain valid if you have no reason to update (change of address etc) Any reissue will require supplying a photo. I retained my old style licence for some years before updating.
It does. Your paper licence is good until you need to change it.

I got stung by HMRC lately They seem to know everyfink
