WHy is it always the Express that does this? 

Because it's easy cheap reporting.  They watch BBC Breakfast and not long after a whole stack of Express stories are based on what they've seen.  Stir in a few stories nicked from the Daily Misery and Farage's diary (careful not to mention his Dover follies) and you have what appears to their followers to be a newspaper.  My Google news feed gets full of their shite.
 
The Express used to be funny in the days when they'd use so many column inches to moan about pornography without ever mentioning the magazines and TV channels their then owner was making a fortune out of.  Private Eye used to reliably get an article of two each week pointing this out.

The context is "Covid-19 is dangerous" and we all know already how to behave (or should) to avoid catching it.

I think the problem with these measures is that it is extremely difficult to roll them back.

I mean if we have to literally imprison people arriving from the UK today, why wouldn't we in July if the disease is still rampant there?

Another thought occurs...

The hotel gets €90 per day - €1,260 for Miss C and Swillmore... And say ~ €250,000 for all the people on the plane...?

Plus they have no staff and no facilities open (pool drained). So they have to provide 3 meals a day and do the laundry (prisoners have to clean their rooms and change the beds).

Hotel management are therefore probably making more than they would with a plane load of holidaymakers - especially if it is AI.

I think there might be some reluctance from the hotels to stop the quarantine...
