That'd be Sweden well known for its strong citizen culture where they just obeyed lockdown without having to be regulated

You can't really compare Brazil to Sweden as factors such as overcrowding and a lack of basic amenities such as running water leading to the prevalence of diseases such as cholera, HIV and dysentery in the favelas means that covid was pretty much guaranteed to hit like a sledgehammer.

Favelas have been an issue in the early days but it's spread far far wider than that and many observers suggest there has been huge under reporting.  But BSonaro assures everyone it's just the flu  ::)

FFS a single licence for Excel 2019 which doesn't have the 65k row limitation is 109.99 per machine. Buying in bulk for PHE would probably grant a sizeable discount on top of that. Why the hell are they still using the old version.  Banghead

Moneypenny, Arise or The Contact Company for example are more than capable of handling something on this scale, are covered by the same data protection laws and are far less likely to fuck things up as from an operations perspective it's no different from running a marketing campaign.

More like the problem was subbing it out to companies that couldn't load data into SGSS, companies that said 'oh you can't accept xlsx files well we'll send it as xls instead then - even though that had a ~1400 cases limit
 
Anyone anyone running an enterprise that uses Excel for such a critical function wants what's left of their brains tested.  Excel is good for quick 'what sees' but it's also the worlds fastest way of creating bug ridden, unverifiable and unmaintainable systems and software

Oh and upgrading to Excel 2019 would be far far more than the licence cost Meister, you have to verify compatibility which takes time and money especially with the decentralised NHS

Not if you are simply uploading data to an SQL server for the contact tracing teams. You would only need a couple of licences at either end, some to build the initial file and the rest for once it has been sent for the recipient to confirm the integrity of the file structure and make any necessary alterations before uploading it to the database. It was one of the things I regularly did when I ran diallers, either adding in new data for fresh call lists or exporting large scale lists for data cleansing and processing (we had 15-20 million records on the database and less than 200k was regularly used because there was only basic contact data and nothing else senior management agreed to start cleansing the remaining records.)

There were workarounds to get past the 65k limit but they involved arcane technofuckery that was temperamental as hell.  noooo:
