It's all our fault.
The safety fencing was either absent of ineffective. Obviously the children (and adults) are unable to recognise the hazard to life that wandering around motorways present.
It seems we are destined to have 25 foot electric fences around every conceivable area that may be deemed vaguely dangerous, and I suppose we'd better have another guard fence to prevent the unknowing from electrocuting themselves on the safety fence.
And... We had better have warning signs (in fifty two languages, and Braille) with audio variations as well to guard against accidentally walking into the guard fence and injuring themselves.
Guards should be stationed every ten metres to assist people in the comprehension of the dangers and shoot those that don't listen.
