Very doubtful Snoops - especially when you recall the history of its development. Mainly done by US Military (following Vietnam fiasco) and University geeks. It was never going to turn out to be something that could be controlled was it? Dis-affected ex-servicemen and stoned out students (both of whom by their nature detest government and government control) - they're hardly going to design something that said government could control.

China, IIRC, tried to control it, but forgot that any multinational (or other organisation for that matter) with a computer link out of China that's not part of the official post office (think satellites etc.) will form a bridge for the protocol to use to bypass any restrictions elsewhere.

It really is quite neat the way TCP/IP is capable of finding a way to get where it needs to!

Perhaps he feels that he is performing a service to the public at large by warning them of something they probably already know - to whit: most bogs in public establishments leave a lot to be desired.
