It is an unashamed way of disguising the unemployment figures. They don't want under 18's to be seen as unemployed.

It has been a scandal that kids have no recourse to any form of benefits from the time they leave school until they are 18.

Until then, they have had to rely totally on their parents (and crime) for any income and the parents cannot claim any of it back or get any relief on the expense.

Ironic really, when you think we'll all be working 'til we're 70 to pay for it.
