a tad ambitious I'd say but what really worries me is that the area designated for development seems to match the area shown to be under the threat of flooding

And as has been amply demonstrated in Prestatyn and Rhyl ~ anywhere designated as "flood plain" or "flood liable" by the Government is now experiencing difficulties in obtaining insurance. Several Building Societies now refuse any applications for mortgages in those towns because of this.
