It apparently works rather well.  Years ago one of the USA GPs had as a sponsor that was a cat litter supplier and apparently insisted their product was used.  According to that excellent F1 writer Nigel Roebuck, everyone in the pits laughed until one of the inevitable in those days oil spills (probably a Lotus) and then had to concede it had worked far better than the usual sand at neutralising the oil.

Ignoring the cigarette …   lots of garages used cat litter ..when I worked in motor trade ..for the oil ..

You can stub out a cigarette in petrol and it doesn't ignite.  Have done it myself to prove it.
