Call for annual £10 smoking licence
Forcing smokers to apply for a £10 permit to buy cigarettes could help people to quit, a government health adviser said.
Professor Julian Le Grand, chairman of Health England, said more people might stop smoking if they had to "opt in" by applying for an annual permit and paying a £10 fee.

A smoking licence, a licence to purchase and consume a legal product!
some people would be deterred from smoking if they had to make the effort to fill in a complicated form, get a photograph taken and pay a charge.
A complicated form and get a photograph! Or just buy from the bloke in the pub the got them from France duty-free on a booze cruise? What next, a team of inspectors that demand to see your licence when you are smoking to make sure you are ‘legal’?
After that perhaps a ‘burger licence’ to reduce obesity which you’d have to produce when purchasing ‘fast food’ and proved you’d paid the prerequisite fee and undergone a course on food hygiene and nutrition?
Or a ‘petrol licence’ to protect the environment – even better a monthly licence that restricted the amount of petrol that you could buy and hence your mileage. There could be little tear-off coupons that you’d submit for every purchase… they could call it a
ration book…
