I wouldn't know about pervy sites ~ you speak from experience?
As for why do the guests never join ~ have you ever walked into a pub and had everyone at the bar turn and look at you, then turn back to their drinks? Perhaps if the regulars stopped doing that to people, checking everyone's profile, looking to see what others are doing and commenting on it, PMing them before they even get a post up etc it might help them to feel more like staying around. As it is I personally think that many guests see us as being a small clique and are not sure that they will be welcome.
The most recent spate of mass visiting seems to have been robotic scans anyway so they would not be able to register and stay.
