Overcrowding abolished

I don't think this has been done but it's really great news and one that slipped passed me completely 
Commuters will be delighted that as from about two weeks ago there will be no more overcrowding on public transport... amazing sleight of hand there from the Dept. in HMG.
I don't use public transport that much but when I do I try to avoid peak times. However, from now on things will be different.
The definition of overcrowding used to be 10 people standing per 100 available seats. No longer! In a masterstroke of planning the definition has been changed and the number standing tripled!

Part of me isnt surprised by this, after all the only reason why crime is meant to be going down is because they've been cooking the figures like Gordon Ramsay on crack. Unemployment figures faked by paying the universities and colleges to create all these bloody useless courses that give no useful skills at the end of it. Health service figures doctored in order to give the impression that this government cares about healthcare.

Why shouldnt transport be any different.
