Wireless and Telegraphy Act gives them that power. They will normally bring a policeman to arrest you if you try to stop them. I cannot be arsed to find a link but why not ring and ask them?
Remember I used to work for the Post Office before the job was passed over to Capita ~ that's how I know.

He's a bugger to buy for, has a beard so no razor & doesn't wear insteadofshave. Last year I went onto aquarterof.com & bought him about 3kg of different old fashioned sweets, lasted all year!
