The fact that it is intermittent and is reported by people in sundry places where they are using different exchanges and ISPs would seem to suggest the problem is indeed "server overload" at the providers end.
I used to have a handle on life but it broke.

We can rule out the Cyprus option as the servers are not in Cyprus ... if they were then BM would be able to whack them with a spanner or summat.
