Bin lids should be fully closed in order to avoid the spillage of refuse, injury to operatives / members of the public and damage to the bin during emptying or by strong winds.....may not be able to collect your refuse if the bin too heavy.

As her foot was apparently sticking out this represented a clear breach of such conditions as well as being too heavy  whistle:

A man has been arrested on suspicion of murder in connection with the death of his wife, whose body was found dumped in a wheelie bin.
 Police said it is unclear when she died.Detective Chief Inspector Maria Woodall said: "We have received varying accounts from Melanie's family, friends and neighbours about her recent history. "Some had thought she moved away from Surrey in the last few years and others believed she may have died in 2006

Her unemployed chef husband, who is a German national, was charged with her murder between August 1 2006 and June 6 2009, and with preventing the lawful and decent burial of her body between the same dates.

That should just about cover it don't you think  ::)

Her family said: "We were informed that Melanie had passed away from natural causes in September 2006.

Did they not attend a funeral or go and visit her widow - her 'family'  like  noooo:
