one is an opinion piece of the author ie not the NYT and the other is not abolishing the police per se just their management department. The actual officers etc will be transferred over to new more district based management at some point

You are assuming that there are going to be enough officers left at the end of all this. Look at the coverage that is going on, the look at the businesses that are removing any lines that are even vaguely linked to the police because it's been described as propaganda. The officers in Buffalo that were reported to have resigned in protest of the treatment of the 2 involved with the incident with the old man didn't resign from the force, they resigned from the riot squad and ERT because the unions said that they would no longer cover legal fees of any officer serving during the riots. The Manhattan DA announced that he wasn't going to prosecute rioters and the bail reform law means that rioters across the rest of NY are released almost immediately. Morale among officers is plummeting, the NYPD had over 300 officers injured during the riots and around another 600 are reported to be either in the process of resigning/retiring or talking to the NYPD about it and that number is expected to rise further. How many people do you think are signing up to join the police now?
Now look at the financial situation that NY and other cities are going to be in as a result of the riots. How much tax revenue will have been lost both from the lockdown and the riots, now add to that the revenue lost by people who can afford to do so leaving those cities (neighbourhoods across NY have reported between 20% and 40% of their inhabitants have left) and finally factor in the larger companies deciding that it's not worth reopening there. The budgets aren't going to be there to fund the needed services so in order to placate the rioters and hopefully prevent more in future the police will be cut down even further.
