To prove that there are 'x' mm's of each layer, that full compaction took place, that tack-coat(glue) was applied between the layers before the council (or Cyprus equivalent) take it over, otherwise it may fall apart shortly after being adopted. Oh, and they should of course infill them with proper material

They never fill them in...  noooo:

And they seem to spray tack coat (I thought it was called emulsion?) just about everywhere except where they are about to lay the stuff....

They're probably still using hand lances, "they are so last century darling"




Motorised is the way to go
