Call this a hunch but given they aren't the only budget airline out there suspect that this is the beginning of the end for Ryanair.

If canceling the flights en mass wasn't bad enough, making passengers dial a premium rate number to rebook is just taking the piss. I can't see them recovering from this public relations disaster, even sacking O'leary isn't going to make a difference at this point.
