- no minimum age of criminal responsibility,
- compulsory DNA taking of any child without 2 parents listed on its birth certificate and
- at least civil liability of parents for crimes committed by their sprogs?

And rather than asking for proof of age before buying - as it can be hard to judge a persons age - use a Dulux colour chart to assess suitability...
