The Royal Mail tell you where to live?!
The Royal Mail have what are known as "Delivery Towns" ie towns from whence the deliveries are made thus my address should include Rhyl despite it being 3 miles away but that is where the sorting office is.Land Registry and Electoral rolls are why Planning are involved.

Ah yes, just after we moved here we changed from a Liverpool to a Chester postcode. All our premiums went down!

If you want the street numbered you will need to work through your local council and the Royal Mail. There are planning issues involved too so County will also need to be consulted. You haven't a dog's chance of getting it through in your lifetime. Move is the best answer and make sure you put it on your list of "deal breakers" if the new house isn't in a street of sequentially numbered properties.
