Chair of our residents association was an utter lazy arse.  Problem was I was the secretary so between me and the treasurer we did all the work.  Instead of meetings I used to write up a draft plan for the year (mainly fees to be paid and where to spend it) circulate it and say if no objections then it's approved and if anyone objects we'll force a meeting on all of you.  No one ever objected

One of them got awkward one year and on some pretext refused to pay about £5 of the annual charge.  But I owed him a favour or three so I paid it for him.  He never spoke to me again  ::) .
