Regrettably not ... I have looked. The feed to the meter from the mains is under the road. I cannot close and dig up the road. I can shut the hall off but only at the point where the supply enters the building. The run from meter to the building is about 50 yards and is, apparently, our responsibility. The meter is still spinning even when I tried shutting off the supply to the building, suggesting that the leak, if there is one, is somewhere under the car park which is why we need Welsh Water to come and locate it with their specialist equipment. The local plumber says he does not have such equipment but does have divining rods. God spare me from comical artisans.

They will of course have to find a way to shut it off before they fix it so there must be a tap somewhere. . .
You have (of course, you have, silly me) checked for an access trap on the footpath?...
