The French have been timing cars entry and exit points on the Peage for years. They calculate your average speed and fine you if their sums say you must have exceeded the speed limit.
I always speed on the peage but build in a toilet/coffee break to ensure I don't get done by the b@st@rd with the calculator as I come off the road.

The Frogs are now rolling this "Average Speed" business out across many other roads.
