I guess it means something so bad that you cannot make joke about it. But there are even jokes about the Holocaust so I imagine nothing is beyond a joke.

And why do people say "feeling under par" meaning in a bad way? Surely, if you are a golfist, being "under par" is a good thing?

Anyhoo, I've heard it said that par refers to an average score, so, whilst in golf that's better for most other things it's worse.
