Typical Italian flight - 150 passengers and only 40 checked-in bags to go in the hold - it costs extra to check bags into hold. So the money conscious Eyeties thus cram all their clothes n' stuff into the small hand luggage type bags to take on board. Problem is, eventually the overhead lockers get full, so about 30 of these bags have to go in the hold.
