Just seen this

An absolute no-no. As Steve said, it's obstruction of the highway, so report it. If it was a Highways Agency route the closure order has to be signed by the Secretary of State (I'm sure he doesn't personally sign them  confused: ) as it is a "Statutory Instrument", and a copy of the "Temporary Traffic Regulation Order" (TTRO) MUST be on site and strictly adhered to. I'm pretty certain that the same rule applies for local authority routes

If one of our guys did that they would (and have some time ago) been removed from post

FWIW the guys that do the road maintenance on the A21 are effin good.  They don't start til 8pm, often give several minutes grace, give loads of warning and are usually finished by 10.30.    Must be frustrating to have to do a road in 2 hours chunks.

Still annoying though when you set off for the pub at 8.15 and have forgotten  Banghead
