At the Training Camp we had wooden huts to live in and they each had a "Coke Stove".
The coal store consisted of two wooden bunkers at one end of the camp.
On one occasion we had to shovel all the coal out of the full bunker into the empty one and paint the newly emptied bunker white. The following day we shovelled the coal back into the newly painted bunker and cleaned and painted the one we had just emptied. Two days later three tipper lorries came and filled the empty and pristine bunker with yet more coal.
Your paving slabs may be a similar job creation scheme.
