If it was pigeons more likely to hear their bloody annoying cooing than them scampering around.

Unlikely to be rats at that level .

Could be any sort of bird nesting, feeding chicks etc but my money is on Squirrels or Bats

My neck is fine, it's my toes that are suffering...
